Conservation Halton is a public sector organization established by the Province and governed by the Conservation Authorities Act, which is administered by the Ministry of Natural Resources (MNR), to develop and deliver local watershed-based resource management programs on behalf of the Province and participating municipalities. The municipalities located in the watershed appoint representatives who serve on the Board to oversee the programs of Conservation Halton. These appointed board members, who are both elected municipal councillors and citizen appointees, speak on your behalf at Conservation Halton.

Addressing the General Membership
The Conservation Halton Board welcomes the opportunity to hear from watershed residents and community groups on topics related to the mandate of Conservation Halton. A person, organization, or group may address the Conservation Halton Board or Committees by delegating at a meeting or by submitting correspondence a minimum of ten (10) calendar days in advance of a scheduled meeting.

Correspondence
Members of the public are invited to submit a formal correspondence item to the Board/Committee a minimum of ten (10) calendar days in advance of a scheduled meeting and should be respectfully addressed to the Conservation Halton Board or Board Chair.

Delegations
Conservation Halton welcomes and encourages public input. A person, organization, or group may address the Conservation Halton Board or Committees on a topic related to Conservation Halton’s mandate by submitting a written delegation request.
You are not required to register as a delegation to be an observer at a Board or Committee meeting.
Eligibility and Requirements
Members of the public are invited to submit a written request for delegation to the President & CEO/Secretary-Treasurer no later than ten (10) calendar days in advance of a scheduled Board or Committee meeting. Delegation requests must include a summary of the issue or matter, supporting materials (e.g., presentation slides), and the name of the proposed delegate/speaker. Delegation requests received before the submission deadline will be listed on the published meeting agenda.
Each delegation is limited to one (1) topic and submissions are reviewed for the following:
- Receipt of a complete Delegation Request Form before the submission deadline;
- The topic is related to the mandate of Conservation Halton;
- The matter is one which is to be dealt with by the Conservation Halton Board or Committee at the next scheduled meeting; and
- The request for delegation is approved by Conservation Halton.
Returning delegates will only be permitted to speak on the same topic if new, relevant information has become available since the delegation’s previous presentation.

Extenuating Circumstances
Any person, organization, or group wishing to address the Board or Committee without having made a written request to do so in the timelines specified in the Halton Region Conservation Authority General Membership By-law may only appear before the Board or Committee if approved by two-thirds of the Members present.
In some circumstances, special consideration may be given to a prospective delegation up to twenty-four (24) hours prior to the meeting date. The written delegation request should include a thorough summary of the issue or matter and the name of the proposed speaker. The status of the request may be granted upon the majority vote of the Members present.
Delegating to the Board or Committee: What to Expect
- Delegations are limited to one (1) speaker for no more than five (5) minutes.
- A group can request to attend as a delegation, but only one (1) individual will be permitted to delegate.
- Delegates shall only address the Chair during their delegation.
- Delegates may not repeat what has been said by previous speakers at the meeting.
- Following the delegation, all discourse between the Members and the delegate will be limited to Members, through the Chair, asking clarifying questions and obtaining additional, relevant information.
- The Chair has the discretion to end a delegation where the information offered is inconsistent with the submission materials or is inappropriate in any manner.
- The Chair may choose to end a returning delegation’s presentation if, in the opinion of the Chair, the new information being presented is not relevant to a decision facing the Board.
- Approved written delegation requests (including names but excluding personal contact information as defined by the Municipal Freedom of Information and Protection of Privacy Act) form part of the public record.
Delegates are not permitted to:
- Speak disrespectfully of any person.
- Use offensive words or unparliamentary language.
- Speak on any subject other than the subject for which they have received approval to address the Board or Committee.
- Disobey the rules of procedure or a decision of the Board or Committee.

Board and Committee meeting agendas will be published on the Governance page one (1) week before the meeting. Your delegation will be recognized by the meeting Chair, who will invite you to the podium.
How should I address the Board or Committee?
All questions or comments shall be made through the Chair—for example, “Through the Chair, to answer the Member’s question…”
How long can my delegation be?
Delegations are limited to one (1) speaker for no more than five (5) minutes, except by leave of the Chair or appeal by the leave of the Board.
Am I able to speak before the Board/Committee if I am not registered as a Delegation?

- That the Commissioner of Public Works or designate be authorized to execute the MOUs between Peel Region and Conservation Halton, Credit Valley Conservation and Toronto and Region Conservation Authority, including any future amendments, on business terms satisfactory to the Chief Financial Officer and on legal terms satisfactory to the Regional Solicitor and Commissioner of Legislative Services; and
